Windham Township Supervisors' Regular Meeting - Monday Jan 5th 2009

The Windham Township Board of Supervisors met in their Reorganization Meeting on Monday Jan 5th 2009. The meeting was called to order at 7:32 p.m. and Fred Nichols was named Temporary Chairman.

Nichols was elected Board Chairman, David English was elected Vice Chairman, and Jenna English was appointed Secretary/Treasurer. The Treasurer's bond will remain at $250,000. Nichols was named Roadmaster. All wages will remain the same as in 2008.

Jenna English was named as Open Records Officer, a new position required in 2009. New definitions for open records were read. Requests for public Township records may be made in writing during office hours and minimal charges will be required. Those in attendance at Township meetings may use recorders or do videotaping but must follow specific guidelines.

Jonathon Foster was named Legal Counsel. (Foster attended the latter part of the regular Township meeting.) Bruce Yeagle was named Vacancy Chair. Depositories of funds will remain with First Citizens Bank and PLCIT.

Meeting dates will remain the first Monday of each month, with the exception being September 14th. Meeting time was moved up to 7:00 p.m.

John English will be EMA Coordinator. The Towanda Daily Review will become the newspaper for legal ads. Paid holidays and vacation days for employees (after specified length of service) were named. The Township is considering offering health insurance with the Township perhaps paying 60% and the co-pay being 40%. Mileage rate was set at $0.505.

The Reorganization Meeting adjourned at 7:55 p.m.

The Windham Township regular Supervisors meeting was called to order by Chairman Fred nichols at 7:57 p.m. on Monday, Jan 5th 2009. Twenty eight persons were in attendance in the small meeting room.

The public comment session immediately followed the Pledge of Allegiance to the Flag and approval of agenda. Constructive criticism was that the flag needs to be lighted at night, the hourly time of events should be included on the sign, and fireman responding to a call should have on their turnout gear.

Routine business was approval of the minutes of the previous meeting, Treasurer's report, and Roadmaster's report.

Newly elected Chief of Windham Township Volunteer Fire Department 19, Dan Philhower, gave his report. Doug Soden assisted in reporting on repairs to the Township-owned fire truck. Several persons accepted their invitation to look over the newly refurbished fire truck and other trucks housed at the Township bays. The consensus was that they "are beautiful." Announcement was also made that Dept 19 will celebrate their 40th year anniversary with a banquet in February. Their history is being compiled.
